Gender Specialist at PLAN HAITI

The Gender Specialist position has been established to lead Plan Haiti with the development and implementation of its national Gender Equality Strategy and Action Plan, including support for mainstreaming of the promotion of gender equality into all our development and emergency response programs; technical support for Plan’s gender-specific interventions – most specifically Plan’s programming for the prevention of and attention to Gender-Based Violence; and coordination of the internal mainstreaming of gender equality. The work of the Gender Specialist will be guided by international standards (including XXXX) Plan’s Global Gender Equality Policy and Plan’s Regional Framework for Gender Equality, adapted to the Haitian context.
The Gender Specialist’s key functions will include: development of Gender Strategy and Action Plan; Technical Support, supervision, monitoring and evaluation to ensure that projects designed and implemented are in line with the goals and objectives of the program and the strategy; Capacity development of staff directly involved in gender-specific projects (including training, development of guidelines, direct support); awareness-raising and capacity-building of all staff for the promotion of gender equality in all programs and organizational processes, procedures and culture; strengthening of partnerships and coordination with other organizations and agencies. The Gender Specialist will work in close coordination with other members of program sectors as well as with the People and Culture team.
1. Provide technical leadership and coordination of all aspects of Plan Haiti’s Promotion of Gender equality including Prevention of Gender-Based Violence program in all program areas, ensuring that targets are met and that the program is in line with Plan’s child-centered, rights-based approach. This includes technical leadership and coordination of the following program interventions:
Conducting assessments and the collection, analysis and documentation of information relating to GBV issues in Haiti and the capacity of local community protection mechanisms and partners to respond to this issue
Support for the strengthening of the local referral systems for attention to women and girls who are victims of GBV.
Ensuring that the preparation of community-based disaster preparedness planning includes planning for the prevention of and attention to GBV against children, adolescents and youth in post-disaster situations
Development of messages and information campaigns to inform communities of available support services
Together with the Policy, Strategy and Advocacy Department, the development and coordination of advocacy initiatives on GBV, in partnership with Plan’s youth media, private sectors and civil society. An area of particular importance will be advocacy and technical support for the review of national standards, policies and laws on GBV and the strengthening of protection mechanisms
2. Guarantee the program management of Plan Haiti’s Prevention of Gender-Based Violence program in all program areas. This includes:
Mapping, identification and coordination of service providers and implementing partners
Development of an implementation plan for each PU for the Prevention of GBV project, through a participatory process involving the Plan Haiti team and partners.
Assessment of the capacity gaps of Plan and partner staff; conduct trainings and capacity building activities as appropriate
Coordination of baseline surveys and evaluations around knowledge, attitudes and practices with respect to GBV, in order to plan and evaluate Plan’s interventions in this area.
Ensuring a monitoring and evaluation system is in place which measures project results and informs ongoing program design
Undertaking regular supervisory visits to field sites to monitor and support programme implementation
Ensuring proper and timely use of the project funds through use of grant tracking system and diligent oversight and monitoring of program expenditures
Preparation of all required reporting, including periodic progress reports, and donor reports
Organization of annual project reviews with implementing partner organizations
Ensuring the integration of Plan’s program interventions for the prevention of GBV into Plan Haiti’s health and education programs
Representation of Plan in relevant coordination groups such as sub-clusters and national coordination groups on GBV, and collaborate with UN agencies, INGOs and NGOs on joint initiatives and the provision of technical support
Acting as focal point for all communication between Plan Haiti and Plan’s National Offices in relation to GBV programming; support visits by Plan staff and donors.
Skills specific to the post
Demonstrated skills in strategy development, program design and with the coordination and management (including financial) of projects implemented in multiple locations.
Development and use of training tools; coordination and facilitation of training programs, including training of trainers
Strong coordination, team-work and negotiation skills. Ability to work with a diverse group of people
Strong analytical, written and verbal skills, including information management, statistical analysis, report writing and presentations
Patient, tenacious capable of working under pressure in a challenging working environment, to plan and organize work and prioritize competing demands
Willingness to travel extensively and work flexible hours when required
Ability to use common MS Office applications (Word, Excel, Outlook, etc.)
English and French language proficiency; Spanish and Haitian Creole would be a plus
Qualifications and Experience
Degree in Gender, Social Work, Psychology, Community Development, or other related area, Masters would be an advantage
Minimum of three years experience working in developing country setting
Minimum of three years experience in implementing Gender strategies and programming, preferably including also work in the area of protection against violence and programming with children and youth
Experience in humanitarian relief work - including in working with interim care centers and with separated, unaccompanied or displaced children - desirable
Demonstrated strong understanding of the Convention of the Rights of the Child, CEDAW, other rights instruments and the rights-based approach.

Plan, one of the world’s largest child-centered NGOs, has been working in Haiti for over 37 years with children, youth and poor communities. Following the January 2010 earthquake, Plan Haiti has been implementing a major emergency response and recovery program in two program units (PUs) located in the West and Southeast departments, including Child Protection, education, household economic security, maternal and child health and more recently the response to the cholera epidemic. In the North East, Plan’s Program Unit has continued to support rights-based child-centered community development programming, while also responding to the needs of displaced people arriving from earthquake-affected areas.
