Specific Duties
a) Leadership and Representation
• Provide leadership at the country program level to ensure all personnel understand and work towards achievement of the Institute’s strategy
• Develop and maintain strong partnerships with in-country organizations including academic institutions, sub-grantees, NGOs and other cooperating organizations
• Develop strategies to ensure strong representation to the host Government at all levels, donor organizations, bilateral and multi-lateral development agencies and key professional networks
• Seek and pursue opportunities to raise the profile of the work of the Institute of Human Virology and the University of Maryland Baltimore in general

b) Program Accountability, Performance and Stewardship

• Responsible for the effective operation and functions of program quality, technical implementation, program finance & material resource management
• Responsible for overall grant management oversight
• Responsible for timely program planning, implementation of activities, monitoring and evaluating performance plus reporting to the head office and donor organizations
• Ensure appropriate policies and procedures are followed in the implementation of the programs
• Ensure systems are in place to enable the country office meet all program deliverables
• Report quarterly, semi-annual and annual country performance to the Associate Director

c) Staff Management and Development

• Supervise and mentor staff including ensuring that all staff develop performance goals and that there is ongoing performance assessment
• Ensure diversity in recruitment and promotion practices and build a cadre of competent, motivated and committed personnel

d) Implementation Monitoring and Reporting

• Lead quarterly review of all work plans with program teams to ensure implementation is on track and that resources and technical assets are well positioned and facilitated to deliver;
• Review all key reports and work with the team to develop action plans to incorporate key lessons learned and recommendations in country programming work
• Share key lessons learned in program implementation with the in country staff and with HQ offices for cross-country learning and benchmarking where possible;

e) Communication

• Ensure there is a clear process for open sharing of information within the country office
• Encourage an environment that empowers employees to communicate freely
• Create conditions for generation of new knowledge within the office and promote free sharing of that information

f) Strategy, Planning and Program Development and Quality

• Pursue strategic alliances with USG Agencies operational in the country specifically USAID, DOD, CDC and NIH
• Pursue strategic alliances with other bilateral and multi-lateral development agencies including WHO, DFID, GFATM, EU, CIDA, SIDA, NORAD, DANIDA, JICA, Foundations
• Lead development of the country’s strategic plan and its implementation in line with Institute’s Global Health Initiatives strategy
• Ensure program quality through implementation of country-specific project review systems, comprehensive M&E and accountability
• Increase the Institute’s country program value through new funding based on agreed performance benchmarks
• Proactively pursue strategic growth opportunities especially in those areas of priority including but not limited to: health service delivery management (for IDs, MNCH, NCDs, neglected tropical diseases), human resources for health development, continuous quality improvement, operational research & implementation science
• Ensure the country undertakes active pre-positioning and capture planning for identified opportunities
• Provide key advisory input into policy, guidelines and relevant policy development at the national level and ensure that the Institute and UMB receive appropriate recognition for work done in support of the host government and other country institutions. Position the Institute and UMB as the preferred partner to the host Government for priority areas identified.

Qualifications requises:

Qualification and Experience:
• MD with public health training a MUST
• At least 5 years of experience in leadership at similar institutions in Haiti
• Proven working collaboration with Ministry of Health, key donor organizations and other implementing partners in Haiti
• Experience in policy making at national level in Haiti
• Supervisory experience
• Demonstrable experience in program design, development and implementation
• Fluency in French, English and Creole
• Understanding of health system functioning in Haiti including the lab sub-sector
• Strong communication and interpersonal skills
• Ability to function in a matrix structure
