The M&E Director has primary responsibility for the design and implementation of the project’s M&E plan and data collection system to measure overall project performance against established goals and objectives. S/he ensures that project leadership has sufficient data and knows how to use the data for decision making and performance improvement. In addition, the M&E Director coordinates the preparation of quarterly and annual reports for USAID and highlights best practices and approaches for reaching populations of interest for the project. S/he supervises all M&E related staff.
Key Responsibilities
• Develops and implements a project M&E system according to Pathfinder standards and practices.
• Consults with USAID, MOH and other stakeholders to establish a transparent, reliable, and valid M&E system that can easily be tracked and verified.
• Ensures that the M&E system is a cost-effective, results-oriented system that provides USAID and the program with necessary information to assess the progress, effectiveness, and outcome of activities.
• Collaborates with other project staff to develop annual work plan and budget; works with M&E staff to develop individual work plans, and training plans as appropriate.
• Develops/adapts tools for data collection; designs and implements surveys and other data collection tasks, including overseeing implementation of the project’s baseline and end-of-project surveys.
• Designs/adapts project performance monitoring database to report national and global indicator and performance indicator data quarterly to project managers, COP, and Pathfinder headquarters.
• Documents project achievements and creates regular reports. Updates against targets using monitoring data and works with project staff to document the factors behind gaps and over achievements.
• Institutes regular use of performance monitoring data among project managers, Country Offices, and other relevant Pathfinder staff.
• Identifies best practices and state-of-the art approaches to the program activities and evaluates them.
• Disseminates information on project evaluations through written reports, conference presentations, and publications, and assists project staff to do likewise.
• Uses data to systematically and consistently document achievements, success stories, and best practices.
• Supervises M&E team members to:
o Manage production of data to meet all reporting requirements including quarterly and annual reports, research, technical reports, presentations, etc.
o Ensure that all data is up to date and ready for immediate use.
o Review quarterly reports prior to submission to donors and headquarters.
o Assist project technical staff with preparation of reports as appropriate.
• Provides technical assistance and training to program teams and partner organizations as necessary.
• Provides technical support to strengthening M&E systems at national and district health directorate.
• Provides overall guidance and manages all the M&E related efforts, communicating and coordinating as needed with headquarters staff.

Qualifications requises:

Basic Requirements
• An advanced degree in demography, epidemiology, statistics, social sciences or related field.
• At least 10 years of progressively responsible experience in monitoring and evaluating health and development projects, preferably in the areas of family planning, HIV and AIDS, maternal and child health, health systems strenghthening and capacity building.
• At least 5 years of experience collecting, analyzing and managing donor funded project data of health projects.
• Ability to influence program policy and operational decisions.
• Familiarity with USAID or other USG administrative, management and reporting procedures and systems.
• Experience leading a project team in M&E activity design and implementation and collaborating with technical and financial staff to build capacity and share information to support decision-making.
• Familiarity with international indicators and standard methods and measurement tools in the areas of reproductive health/family planning, maternal and neonatal health, HIV/AIDS and other relevant technical areas.
• Demonstrated ability to work effectively with various constituencies including headquarters, donor agencies, international and local partners, host country government agencies, and other stakeholders.
• Strong problem-solving skills, capacity to analyze information for maximizing program progress and impact,
• Ability to work independently and with attention to detail.
• Competency in MS Word, Excel, and PowerPoint and a statistical software package (STATA, SPSS, SAS or similar) and knowledge of ACCESS or other database software.
• Strong presentation skills including the ability to present to donors and other key stakeholders.
• Direct staff supervision experience required, including proven ability to manage, motivate, and mentor staff at all levels and create a positive team environment.
• Excellent diplomatic, interpersonal and communication skills.
• Fluency in written and spoken English and French (tested FSI R3/S3); additional proficiency in Haitian Creole an asset.
• Willingness and ability to travel to in-country field operations required.
• Familiarity with the political, social, economic and cultural context of in Haiti.
• Broad understanding of comprehensive health, MCH, WASH, HIV/TB and the family planning situation in Haiti.

Program Overview
Pathfinder International seeks a Monitoring and Evaluation Director for a USAID/Haiti health systems strengthening and service delivery project, Services de Santé de Qualité pour Haïti (SSQH). The overall purpose of the SSQH project is to improve the health status of the Haitian population, specifically in the areas of HIV and AIDS, family planning and reproductive health, and maternal and child mortality and nutrition. This will be achieved by: (1) increasing utilization of the Ministère de la Santé Publique et de la Population's (MSPP) integrated package of services at the primary care and community levels; (2) improving the functionality of the USG-supported health referral networks; (3) facilitating sustainable delivery of quality health services through the institutionalization of key management practices at both the facility and community levels; and (4) strengthening departmental health authorities' capacity to manage and monitor service delivery. This position is contingent upon project award and funding.
