      <title>AREA COORDINATOR - CRS</title>

      <description>Job Background/Summary 

Prior to the January 12th earthquake, Haiti was the largest Country Program in LACRO, with an approximate annual budget of $25M and a national staff team of over 300 people. In the response to the January 12th earthquake, the Country Program has increased dramatically in terms of annual budget and staff, particularly in Port-au-Prince. There are currently two large offices in Haiti (Port-au-Prince and Les Cayes) and four smaller offices: Port au Paix, Gonaives, Jeremie and Miragoine.

In May 2010, CRS initiated a shift from work in camps to communities. The objective of the community resettlement and recovery program (CRRP) is to resettle up to 25,000 displaced families in their communities of origin. This 3-year, US$ 30 million integrated program includes the following components: housing &amp; community infrastructure (repairs, demolition and new construction), water, sanitation and hygiene (infrastructure, water provision, solid waste management and hygiene promotion), livelihoods recovery, and protection &amp; education. The program is currently being implemented in five different communities in metropolitan Port-au-Prince.

Primary Responsibilities:
The Area Coordinator provides leadership to a team of multi-sectoral staff and, in coordination with the Technical Managers/Advisors, is responsible for the appropriate and timely implementation of all CRRP components in the area of his/her responsibility. S/he represents CRS at relevant meetings liaising closely with local government, partners, and other NGOs in the area.

Specific Responsibilities:
Management and Supervision
o	Provide leadership to a CRRP area team of 20-25 staff, including sectoral program staff and support staff, ensuring that the team works together in integrated and participatory way.
o	Ensure the direct supervision of 4 staff members: M&amp;E Officer, Community Liaison Officer (CLO), Psychologist and Admin &amp; Operations Assistant.
o	Directly oversee the activities of the M&amp;E Officer to ensure that support is being given to data collection and the implementation of new ICT4D technologies, as per the needs of donor and/or CRS requirements and in compliance with DMER processes and tools. 
o	Directly oversee the work of the CLO which should seek to guarantee appropriate communication with the target population throughout the entire process of planning, implementing and evaluating program activities.
o	Directly oversee the work of the psychologist by ensuring that the activities being implemented work towards achieving the DIP and foster active collaboration with the Technical Advisor for Protection. 
o	Directly oversee the activities of the Admin &amp; Operations Assistant to ensure that CRS procedures are respected within the sub-office and ensure that the area team has all the necessary MQ support required for swift program implementation.
o	Ensure the indirect supervision of the Livelihoods, WASH and Housing and Community Infrastructure (HCI) teams, per CRRP guidance on supervision/ management roles and responsibilities.
o	Communicate with the area team on a weekly basis and ad hoc as needed, to ensure a platform for sharing CRS structure, policies and procedures, as well as facilitating security and cross-sectoral information. 

Program Quality:
o	Actively seek out opportunities to foster cross-sectoral work and to encourage teams to work towards an integrated community development approach. 
o	In accordance with CRRP guidance on supervision/management roles and responsibilities, facilitate active collaboration between the area team and Technical Managers/Advisors to ensure effective coordination of activities, which takes into account any changes in strategy or implementation issues in the field.
o	Ensure effective communication of activities within the area, including the generation of biweekly program progress reports by sector and appropriate follow up and clarification to the CRRP team as needed. 
o	Ensure accountability of the program towards all program participants and community members, including disclosure of targeting criteria and the objectives of the program. 
o	In partnership with the communication and accountability teams, ensure the consistent and appropriate messaging and visibility of all CRS activities in communities where CRRP is being implemented.
o	Take the lead for lead emergency preparedness and response activities in the area, when needed. 

Management Quality and Staff Security:
o	Ensure that guidelines in the CRS operations manual are respected with regard to procedures on HR, inventories, office materials/supplies, building maintenance, petty cash, hiring day laborers, administration, etc.  
o	Ensure that the security protocols for the area office are respected, including the management of a phone tree system and effective security incident reporting. 
o	Coordinate actively with the CRS security department and consistently monitor security in the area to ensure the safety of CRS staff and assets. Report changes in trends to supervisor and security focal person.
o	Review all disbursement requests for programming activities within the area, making sure that they are clearly drafted and relevant to the CRRP strategy.
o	Ensure all CRS staff, day laborers and partners have signed the Code of Conduct.
o	Ensure the effective management of program materials, office assets and petty cash. This includes making sure that the area staff receive the necessary support to conduct these oversight functions, and that independent counts/inventories are conducted on a regular basis. 

Partnership, Representation and Coordination
o	Represent CRS at the local authority level, including with the mayor&#8217;s office to ensure good relations, continuous access to the CRRP areas, and opportunities for expansion.
o	Maintain close collaboration with local partners implementing CRRP activities in the target area, seeking to reinforce partner capacity where possible.
o	Facilitate the processing of partner liquidations and ensure that CRS finance and programming staff provide appropriate levels of support to the local partner teams.  
o	Coordinate program activities with other NGOs and actors in the areas, seeking to avoid duplication and identify possible synergies.
o	In collaboration with the CLO and accountability team, implement a strategy which aims to increase community actors&#8217; familiarity with CRS&#8217; mission, principles, values and programming methodologies and strategies.
o	Coordinate field visits for donors and other visitors to see program activities and meet program participants.
 
HR and Staff Development
o	Ensure the broad orientation of all team members in CRS&#8217; mission and vision, values based behaviors, and organizational culture.
o	Ensure efficient appraisal and coaching strategies to facilitate the improvement of staff capacities and competencies using objective standards.
o	Support staff in their pursuit of learning and an enhanced skill set through CRS Learns, additional courses, and other tools.
o	Promote a culture of respect, learning, professionalism and excellence on the team.
o	Identify talent and provide on the job learning and other growth opportunities to develop new leaders in the country program.
o	Prepare Performance Improvement Plans with underperforming staff.
o	Work to develop the capacities of staff within the area offices so that they are enabled to progressively assume more responsibility.

En mai 2010, le CRS a lanc&#233; un programme de travail dans les camps et communaut&#233;s. L'objectif du programme de relocalisation et de relance de la communaut&#233; (CRRP) est de relocaliser jusqu'&#224; 5.000 familles d&#233;plac&#233;es dans leurs communaut&#233;s d'origine. Ce programme holistique inclut un composant de logement (d&#233;molition, construction d&#8217;abris transitoire, r&#233;parations), WASH (infrastructure, gestion de d&#233;chets solides, promotion d'hygi&#232;ne), Protection, aussi bien que le composant Livelihood.

The position will be responsible for managing and implementing WVI&#8217;s Child Friendly Spaces (CFS), and will supervise CFS staff as well as the Child Protection Specialist.  

MAJOR RESPONSIBILITIES

CFS Program Management
&#8226;	Provide overall management to WVI&#8217;s Child Friendly Space (CFS) programming, in Port-au-Prince, ADP areas, and the Haiti/DR border region
&#8226;	Through on-site monitoring visits, close collaboration with program staff, and the development of monitoring tools and checklists, ensure that CFS programming is carried out in accordance with national and international standards (with regard to physical space, staffing, program content, referral mechanisms, etc.), and work with program staff and CIE manager to address programming issues that emerge
&#8226;	Through technical collaboration with the Education in Emergencies Manager, revise and expand upon the existing CFS curriculum and ensure its implementation by CFS animators and program staff   
&#8226;	Provide financial oversight to CFS programming, working with the CFS Coordinator to track expenditures, purchase sufficient supplies, and monitor the storage and distribution of CFS kits and other materials from the WV warehouse
&#8226;	Track spending and program activities against grants funding CFS programming

Training and Capacity-Building
&#8226;	Provide training to animators and CFS staff on child protection issues as well as national and international standards for implementing CFSs
&#8226;	In collaboration with the CIE Manager, revise and develop CFS tools, forms, registers, policies, and curriculum materials
&#8226;	Lead regular staff meetings with CFS staff and animators to coordinate curriculum planning, site visits, and address programmatic issues as needed
&#8226;	Provide training to CIE staff on how to identify and report violations against children encountered in CIE programming, and ensure that staff and animators are knowledgeable of reporting and referral protocols
&#8226;	In collaboration with the CIE Manager, Education Manager, and FTR Manager, develop additional training materials on Child Protection Standards (Inter-Agency Standards for Separated and Unaccompanied Children, Minimum Standards for Education in Emergencies, Save the Children and UNICEF Guidelines on Child Friendly Spaces, etc.)
&#8226;	Liaise  with the Capacity Building Officer in Advocacy

Child Protection Mainstreaming
&#8226;	Work closely with other WVI sectors (Protection, Advocacy, Health, WASH, etc.) to ensure that programs and policies implemented by WVI are carried out in with the &#8220;best interests of the child&#8221; in mind, and in accordance with recognized child protection standards
&#8226;	In collaboration with the Protection team and Advocacy, develop and contribute to training initiatives on child protection issues, including how to recognize and report violations against children encountered in the course of WVI programming and in the surrounding communities (restaveks, child trafficking, other forms of abuse and exploitation, etc.)
&#8226;	Work with Advocacy, HR, Protection, Programs, and other departments as appropriate to ensure that all staff and visitors have signed and received training on World Vision&#8217;s Child Protection policy
&#8226;	Work with Advocacy, HAT, and Protection to promote child participation in program assessments, evaluations, and project design

UN Cluster Coordination and Representation
&#8226;	Represent World Vision at the Child Protection Cluster and relevant working groups (CFS, Anti-Trafficking, FTR, etc.), or ensure alternate WV participation
&#8226;	Coordinate with UNICEF and other Child Protection Cluster members to ensure that WVI&#8217;s child protection programming is in line Cluster priorities as well as national and international standards
&#8226;	Participate in cluster-wide trainings, workshops, assessments, advocacy initiatives, and other special projects





Staff Supervision
&#8226;	Directly supervise the CFS Coordinator and Child Protection Specialist, and ensure adequate training and supervision for animators and other CFS staff
&#8226;	Contribute to the work of the Child Protection Advocate, providing guidance and input on Child Protection advocacy initiatives and position papers

CIE Proposal Development
&#8226;	In coordination with the Advocacy and Programs Department, contribute to the writing and development of relevant proposals and concept papers
&#8226;	Communicate funding shortfalls/future program needs to the Programs Department in order to identify areas for fundraising and new proposal development
