SPECIFIC RESPONSABILITIES:

Major Responsibilities of Position (in order of importance): 
I.	   

Directly manage all activities relating to Human Resources in CRS/Haiti including:  defining and implementing human resources related policies, all activities concerned with staff recruitment, retention and development, ensuring adherence to CRS&#8217; performance management systems and procedures, planning and delivering training , administering CRS/Haiti&#8217;s payroll and maintaining staff records, advising on pay and other remuneration benefits, interpreting and advising on Haiti&#8217;s labor law and ensuring its compliance, developing HR strategies for immediate and long term staffing needs, developing strong orientation plans for incoming staff, ensuring staff care.  
&#8226;	 Ensure development and implementation of CRS/Haiti&#8217;s HIV in the Workplace Program.
&#8226;	Ensure compliance with all donor, Agency, and LACRO policies, procedures, and/or regulations, and Haiti&#8217;s employment legislation.
&#8226;	Regularly attend and participate in Senior Management meetings, as well as LACRO Community of Practice for Human Resource Managers.

II.	Define and implement human resources related policy
&#8226;	Ensure CRS/Haiti&#8217;s Personnel Manual is updated and duly approved by the LACRO Regional Director.
&#8226;	Ensure country program staff has access to and is regularly briefed on the Personnel Manual. 
&#8226;	Listen to grievances and implement disciplinary procedures.
&#8226;	Promote equality, diversity as part of the culture of the country program, with particular attention to gender equality and equity.  
&#8226;	Develop local policies on working conditions, performance management, equal opportunities, disciplinary procedures, handover and absence management, ensuring adherence to agency wide policies on these matters.
III.	Recruitment
&#8226;	Ensure local and agency wide policies for recruitment are respected.
&#8226;	Develop job descriptions with relevant departments and ensure they are kept up to date.
&#8226;	Prepare job advertisements for internal and external job postings.
&#8226;	Take leadership on short listing, interviewing and selection of candidates as per local and agency wide policies. 
&#8226;	Prepare appointment letters for signature by Country Representative. 
&#8226;	Ensure end of probation assessments are carried out and recorded. 
IV.	Performance management and staff development
&#8226;	Ensure full implementation of CRS&#8217; performance management system (performance planning, two coaching sessions, performance appraisals), duly respecting deadlines.
&#8226;	Train managers and heads of departments on CRS&#8217; performance management system to ensure it is effectively used. 
&#8226;	Analyze training needs in conjunction with managers and heads of departments.
&#8226;	Develop an annual staff development strategy that is submitted and approved by LACRO, and shared with staff.
&#8226;	Submit year end reports of CRS/Haiti&#8217;s staff development strategy to LACRO.  
&#8226;	Take primary responsibility for staff induction and orientation. 
&#8226;	Together with managers and heads of departments, undertake HR planning strategies as they relate to immediate and long term staffing needs &#8211; numbers and skills. 
&#8226;	Actively promote the use of CRS Learns and other on-line learning opportunities offered by CRS. 
&#8226;	Advise on promotions.
&#8226;	Negotiate with staff representatives on issues relating to pay and conditions. 

V.	Payroll administration and record retention
&#8226;	In collaboration with the Chief Accountant, directly implement national staff payroll. 
&#8226;	Ensure the timely submissions of national staff timesheets.
&#8226;	Ensure follow-up of all benefit related documents including health insurance, ONA, medical bills.  
&#8226;	Advise on remuneration &#8211; pay and benefits.
&#8226;	Ensure regular salary surveys are conducted as per agency policy. 
&#8226;	Ensure staff pays personal use of vehicle.
&#8226;	Ensure the proper, secure filing of all personal records.
VI.	Contract management
&#8226;	Ensure staff contracts are up to date.
&#8226;	Ensure timely alerts for contract termination as per local labor law. 
&#8226;	Advise on contract renewals and extensions. 
&#8226;	Draft letters for signature by the Country Representatives for contract renewals and extensions.
VII.	HIV in the Workplace
&#8226;	Develop CRS/Haiti&#8217;s HIV in the Workplace program and ensure its implementation.
&#8226;	Ensure CRS/Haiti&#8217;s HIV in the Workplace meets agency standards and regulations, as well as local regulations. 
&#8226;	Write quarterly summary reports showing achievements made in the HIV in the Workplace program.

Tasks and responsibilities

1. Support the HR Delegate &#8211; National Personnel with regards to the overall objectives and priorities of the Unit for the timely and client-oriented delivery of Human Resources services; 
2. Responsible and accountable and for:  
a. Recruitment of  National Personnel, 
b. Establishing and issuance of Contracts and Insurance for National Personnel; 
c. Payroll and deductions on remunerations of National Personnel;
d. Disciplinary measures processes;
3. Direct supervision of two HR Officers (Payroll and ERP systems and Contracts and Insurance);
4. Ensure that Federation Human Resources procedures and policies for National Personnel are in place and complied with;
5. Ensure that a proper communication system with National Personnel, for all National Personnel issues, is established and complied with;
6. Provide HR and Payroll Policy expertise to internal clients and to counterparts in the Participating National Societies and support them in their correct interpretation and application;
7. Ensure application and use of harmonized Human Resources systems and tools in order that there is a consistent Human Resources approach with Movement Components in Haiti;
8. Ensure, verify and establish an internal control on the compilation and maintainance of all National Personnel files of National Personnel in compliance with the Federation requirements and local legislation;
9. Provide Human Resources management support to the Human Resources Delegate &#8211; National Personnel, the Human resources Coordinator and other PNSs&#8217;Delegates on all HR and disciplinary measures procedures and issues.
10. Provide technical support to Line Managers of all Federation departments in order to have in place and harmonized  systems of qualitative job descriptions;
11. Manage, advise and support the Human Resources Officers and Human Resources Assistants;
12. Responsible and accountable for the preparation and verification of National Personnel Payroll;
13. Carry out any other tasks, in the responsibility area, as requested by the Humar Resources Delegate &#8211; National Personnel or the Human Resources Coordinator. 

Recruitment
As responsible and accountable and for the Recruitment of  National Personnel:
14. Develop and perform recruitment process in accordance with Federation&#8217;s Strategy 2020 and Haitian Labour legislation;
15. Assess the needs of the Federation departments and of those PNSs who have delegated the recruitment procedures and processes to the Federation;
16. Coordinate and perform the recruitment and selection process of National Personnel in close cooperation with the requesting Line Managers of the Federation, sub-office and relevant entities as per point 13, with the support of the HR Officer &#8211; Contracts and Insurance and the HR Assistant(s); 
17. Ensure, in collaboration with Line Managers of all Federation departments and sub-office, that a proper briefing for new local staff is set up and performed.

Contracts and Insurance
18. Responsible and accountable for National Staff establishing  and issuance of employment contracts;
19. Verification and internal control on correctness of data sources and records in the HR systems;
20. Establish and ensure internal control measure are in place in order that Contract dates, attendance, leave records, appraisal, end of contracts etc are kept track in the HR and Payroll systems;
21. Responsible and accountable for local National Staff Insurance procedures and processes;
22. Liaison and negotiation with Insurance provider on all National Personnel issues and/or difficult reimbursements issues;
23. Verification and internal control on correctness of data sources and records in the HR systems related to Insurance;

Payroll and ERP Systems
24. Responsible and accountable for the monthly Payroll and deductions preparation;
25. Verify that the monthly deductions (DGI, ONA, OFATMA) on National Personnel remunerations for IFRC and Participating National Societies falling under the purview of the IFRC HR Department, are entered correctly in the HR ans Payroll System;
26. Review Movement reports and promulgate uniform Standard Operating Payroll Procedures (SOP) to ensure consistency of payroll results and sign-off procedures and compliance with the IFRC financial regulations;
27. Identify Human Resources Management business needs for the Human Resources and Payroll modules and support of these by serving as focal point for system solutions and approving system access;

Disciplinary measures processes and procedures
28. Provide Human Resources management support to the Human Resources Delegate &#8211; National Personnel, the Human resources Coordinator and other PNSs&#8217;Delegates on all disciplinary measures procedures and issues, respecting the Grievance procedure compliance;
29. Ensure the correct application and interpretation of the Grievance processes and procedures;
