Le conseiller technique senior en RSS :

Project Results
1.	Client expectations- Ensure achievement of contract/agreement goals (meeting or exceeding expected project targets and deliverables on time and within budget) as per contract/agreement and client(s) approved Results Framework and Performance Monitoring Plan.
2.	Project Management- Provide effective project management systems within MSH policies, guidelines and Standard Operating Procedures while ensuring local ownership, appropriateness and responsiveness.

Vision and Technical Strategy
5.	Develop and execute project&#8217;s Results Framework, Performance Monitoring Plan, Technical Strategy, Monitoring and Evaluation (M&amp;E) plan and annual project work plans as per contract/agreement requirements, approved budget and received obligations, MSH technical frameworks and standards, and Results Management Systems (RMS) guidelines. 
Project Management
6.	Serve as MSH&#8217;s official representative of the project and maintain communication between all relevant parties, including appropriate officials from MOH and the USAID COTR assigned to this contract.  Meet monthly with the COTR to structure USAID input into all project management and technical working groups. Partner with the COTR to develop plans and coordinate efforts with donors to support local project activities.  Coordinate with USAID for communication with USAID/W, other USG entities, and other GOH entities especially to strengthen the capacity of Health departmental directorate to manage the health sector.
7.	Ensure that the project activities are supported and implemented to achieve project milestones and contractual obligations. Facilitate project close-out technical and financial activities, including the review of plans for each key technical and management component to assess achievement of targets and deliverables. 
8.	With the DCOP/Technical Director coordinate the scopes of work for the project&#8217;s partners to leverage USAID investments to mobilize the local private sector and civil society in support of social services; challenge traditional approaches for financing health care; and help channel Haitian expertise and creativity into the social sector.
9.	Implement a Financial Pipeline Tracking system for effective budget monitoring and cost control based on sound financial and accounting principles, MSH Standard Operating Procedures, and MSH and donor reporting requirements.
10.	Develop and adapt (as needed) project financial plan in line with contract/agreement budget and received obligations, technical strategy, work plan, and reporting requirements. 
11.	Ensure contract/agreement implementation in compliance with contract/agreement clauses, MSH and donor policies, regulations and Standard Operating Procedures (SOPs).
12.	Ensure project staffing, structure and reporting relationships are aligned with project needs, local context and available resources.
13.	Manage human resources in accordance to MSH values, policies and guidelines, and implement an effective performance-management program focusing on results and individual accountability, including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.
14.	With support of Project Director Supervisor, develop technical assistance plan and budget.
Documentation and Communication
15.	Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business development using a variety of communication strategies and media.

Under the overall guidance and direct supervision of the Technical Director, the Environmental Compliance/Waste Management Specialist shall work with health facilities and Department Health offices to ensure health care waste management is incorporated into health facility budget and planning and service delivery programming. Healthcare waste management includes effective governance and leadership, training and awareness, and equipment and tools for appropriate waste segregation, handling, and ultimately disposal. The Specialist will facilitate/assist with the facilitation of on-the-job trainings and in-service trainings on technical and policy trainings at the Departmental level, as appropriate.   He/she will work closely with the Haitian Ministry of Health (MOH) to support the development of a National Waste Management System to be implemented by all health care facilities in the country. 

Through technical assistance and ongoing support to the Departmental Health/MOH offices, the Specialist will play a central role in the development, review, and implementation of clinic policies, training manuals and strategies for waste management. S/he will also work with the MOH to design and conduct health facility assessments to identify waste management challenges and implement solutions that will improve safety and safeguard the environmental.  The Waste Management Specialist will seek to build the waste management and oversight capacity of the MOH. S/he will also mobilize, support, and identify areas of collaboration between the MOH and key implementing partners in order to strengthen waste management practices and support development of the National Waste Management System. 

SPECIFIC RESPONSIBILITIES:
&#8226;	Organize regular training and mentoring of identified officials at selected facilities on the proper waste disposal and on environmental compliance issues.
&#8226;	Support the MOH to implement and monitor sound health-care waste management systems, support capacity building, and ensure worker and community safety.

3-Prendre connaissance des activit&#233;s journali&#232;res de la section via les superviseurs et l'officier de suivi et &#233;valuation.
4-Supporter activement les activit&#233;s &#224; volet m&#233;dical ou nutritionnel des autres secteurs du BPU sur demande du chef de secteur de la nutrition ou de la coordination.
5-Contribuer activement &#224; assurer le bon fonctionnement de la section nutrition y compris ses diff&#233;rentes activit&#233;s ou projets et structures y compris le d&#233;veloppement de son plan d'action.
6-Supporter le chef de la section nutrition dans ses diff&#233;rentes prises de d&#233;cisions techniques.
7-Participer r&#233;guli&#232;rement dans les r&#233;unions du groupe nutrition/ nutrition cluster lie au bureau de la coordination humanitaire en Ha&#239;ti (OCHA).</description>
