Position Duties and Responsibilities:

Management and development of School staff:
-Recruiting, selecting, orienting new program staff when necessary; training all managers and teachers; identifying and pursuing opportunities for program staff development
-Supporting a healthy work environment and supporting employee&#8217;s professional growth
-Providing accountability for managers and teachers through communication of their expectations, regular feedback, encouragement, evaluation, and disciplinary action when necessary; enforcing organizational policies and procedures

Strategic planning and outcomes: 
-Initiate and set goals according to the strategic objectives of the organization
-Lead team in the planning of programs, including developing program processes, setting goals and attaining milestones
-Lead regular monitoring and evaluation of educational activities, and devise strategies to ensure efficiency and effectiveness of educational objectives. 
-Develops program systems and structures - including program policies and protocols -  to provide clarity and support completion of program objectives.
-Reports to senior leadership and Board on program outcomes
-Contribute to development of strategic planning for the organization

Financial stewardship and oversight of program: 
-Prepare annual program budgets in collaboration with program managers
-Regularly review expenses; initiate corrective actions when necessary.
-Assist in seeking out and writing grant proposals as needed

Partnerships and Community Engagement: Pursue and develop partnerships with community services and leaders that contribute to achieving the strategic objectives of the organization.

Il/Elle est responsable de prodiguer des cours de m&#233;thodologie aux boursiers &#224; partir de leur 3e ann&#233;e d&#8217;&#233;tudes en vue de les pr&#233;parer vers la r&#233;alisation du travail de fin d&#8217;&#233;tudes. Il doit assurer le suivi technique aupr&#232;s des personnes et instances concern&#233;es (boursiers, conseillers, directeurs de m&#233;moires, d&#233;canat des universit&#233;s, institutions h&#244;tes, anciens boursiers, etc.) en vue de requ&#233;rir toutes les informations indispensables &#224; la r&#233;alisation desdits projets de sortie des boursiers finissants.Sommaire des Responsabilit&#233;s

3.	Travailler avec le boursier(e) sur la m&#233;thodologie et/ou la d&#233;marche &#224; effectuer pour r&#233;diger les travaux de fins d&#8217;&#233;tudes ;
4.	Faire une mise &#224; jour bihebdomadaire, au conseiller responsable du boursier, du progr&#232;s des boursiers dans la pr&#233;paration de leurs Travaux de Fins d&#8217;&#201;tudes (liste des boursiers finissants) ; 
5.	Corriger les brouillons des &#233;tats d&#8217;avancement soumis par les finissants et partager via courriel les corrections avec le conseiller en charge du boursier ;
6.	Rassembler tous les documents th&#233;oriques disponibles ayant rapport au d&#233;veloppement des travaux de fins d&#8217;&#233;tudes &#224; partir des universit&#233;s ha&#239;tiennes ou &#233;trang&#232;res, et faites en sorte qu&#8217;ils soient accessibles aux boursiers ;
7.	Organiser les soutenances simul&#233;es dites soutenance blanche ; 

Support administratif
1.	Travailler avec les conseillers en ce qui a trait au suivi avec leurs boursiers finissants respectifs.
2.	Soumettre un rapport mensuel, le dernier jour ouvrable de chaque mois, &#224; la Directrice des Affaires &#201;tudiantes via une fiche signal&#233;tique assign&#233;e &#224; cet effet.

Founded in 1996 with a single student, today HELP is the largest university scholarship program in Haiti, supporting 170 students for the 2015-2016 academic year. HELP&#8217;s experience has shown that university education, coupled with comprehensive student support, is necessary to develop a community of local professionals and leaders who can provide skilled management capacity, replace foreign workers, contribute to the economic development of their communities, and serve as role models for other young Haitians.
HELP&#8217;s Citizenship &amp; Leadership Program started in 2011 and includes a 4-year curriculum based on the Social Change Model of Leadership.  This program includes weekly, largely discussion-based, class work and participation in service-learning projects, where students practice leadership in the community.  The overall goal of the Citizenship &amp;Leadership program is to ensure that HELP students and alumni are leaders and engaged citizens in pursuit of HELP&#8217;s mission. Additionally, the Citizenship &amp;Leadership program strives to ensure that all students have:
&#8226;	An increased understanding of the theories of citizenship and leadership, and identification of avenues for civic engagement and social change in Haiti. 
&#8226;	A better understanding of self and others.
&#8226;	Improved communications skills such as writing, speaking, critical thinking, and giving and receiving constructive feedback.
&#8226;	An increased level of leader identification, motivation and initiative-taking.
&#8226;	An understanding that they are responsible for contributing to a more just society in their communities.  

Objectives:    HELP&#8217;s main objective is to conduct an independent evaluation to measure how the Citizenship &amp; Leadership Program contributes to its stated goals and HELP&#8217;s larger mission.  This evaluation should assess the strengths and weaknesses of the Citizenship &amp; Leadership program, its synergies with other HELP activities and the larger organization, and identify practical and strategic areas for improvement.

This evaluation has a secondary objective as a communication tool for staff, board and donors to illustrate the current state of the program and futures plans.




Project Scope:

The following activities are suggested as part of the project scope:
&#8226;	Review HELP Citizenship &amp;Leadership curriculum, structure, evaluation tools.
&#8226;	Conduct extensive and appropriate research on youth leadership development and civic engagement, providing best practices.
&#8226;	Interview HELP staff, HELP Students, Alumni, service-learning project partners and beneficiaries and other stakeholders.  (Field visit to Haiti in October or November strongly preferred to coincide with HELP academic activities.)
&#8226;	Compile documents and data necessary to evaluate the Citizenship &amp; Leadership program.
&#8226;	Provide a comprehensive qualitative and quantitative evaluation of the program identifying strengths, weaknesses and provide prioritized suggestions for the improvement of the program.
&#8226;	Provide a recommended monitoring and evaluation strategy that can be implemented internally.
&#8226;	Review and revise of these documents with C&amp;L staff and HELP management.
Deliverables:
&#8226;	A final and HELP-approved document in English providing: 
o	qualitative and quantitative evaluation of the program identifying strengths, weaknesses;
o	prioritized suggestions for the improvement of the program based on best practices in the fields of youth leadership and civic engagement

Administration: 
Responsible for managing all administrative functions of HELP including:

&#8226;	Contracting and managing all of HELP&#8217;s vendor services in Haiti, including web hosting, email services, IT, personnel services, insurance, credit cards, media, banking and accounting.

&#8226;	Physical plant maintenance and management, including HELP Center, student housing, and HELP vehicles.
&#8226;	Ensuring that HELP is compliant with all applicable regulations in Haiti and in the US.

Human Resources: 
Working with staff in Haiti &amp; US to manage:
&#8226;	 Recruitment and hiring of new employees.  
&#8226;	Administration of insurance, payroll, benefits, and all other HR functions for employees.
&#8226;	Monitoring and administration of all payroll/employer taxes in the US and in Haiti.
&#8226;	Maintain and enforce HR policy and rules.

Compliance &amp; Legal: 
Responsible for managing all legal requirements of HELP including:

2.	Connaitre le boursier le plus compl&#232;tement possible. Cette connaissance ne se limite pas seulement sur le plan personnel, familial et acad&#233;mique, mais s&#8217;oriente &#233;galement vers toutes les contraintes emp&#234;chant le succ&#232;s acad&#233;mique du boursier incluant son attitude, son environnement, sa vision, ses traits de personnalit&#233; etc.
3.	Fournir: conseil, direction, encouragement et support tout en s&#8217;assurant que chaque boursier comprenne et contribue &#224; la mission de HELP, en se conformant pleinement &#224; ses r&#232;gles. En ce sens, le conseiller est responsable de contr&#244;ler tous les aspects de la performance de son boursier, incluant mais non limit&#233; aux aspects acad&#233;miques, s&#233;ances de stage internes et externes, performances du boursier dans le centre d&#8217;h&#233;bergement de HELP etc. Le conseiller est le premier responsable pour l&#8217;application  de sanctions effectives en cas d&#8217;&#233;ventuelles infractions commises par son boursier. La Direction de HELP est charg&#233;e de supporter le conseiller en lui fournissant avis et conseil sous requ&#234;te.
4.	Fournir des conseils acad&#233;miques &#224; l&#8217;&#233;tudiant incluant choix des universit&#233;s, choix de carri&#232;res et cours (si possible). 
5.	R&#233;viser et approuver/d&#233;sapprouver toutes les requ&#234;tes de biens et services formul&#233;es  par les boursiers.
6.	Tenir des r&#233;unions r&#233;guli&#232;res avec chaque boursier (en dehors des r&#233;unions d&#8217;analyses de requ&#234;tes) au moins une fois par mois. 7.	Le conseiller doit assurer que la relation Tuteur-Boursier fonctionne de mani&#232;re effective tout en incluant la mise en archive de cette relation &#224; travers la base de donn&#233;es.
8.	Liaison avec les universit&#233;s: Le conseiller est le premier point de contact entre HELP et les universit&#233;s. 1.	D&#233;finir des strat&#233;gies d&#8217;intervention adapt&#233;es afin d&#8217;obtenir les r&#233;sultats escompt&#233;s, en tenant compte des exigences des bailleurs, des standards programmatiques et strat&#233;giques de la WVH
2.	Aider a la conception, la coordination et le suivi des activit&#233;s d&#8217;&#233;ducation dans le pays en g&#233;n&#233;ral, dans les aires d&#8217;intervention des PDZs en particulier
3.	Supporter le d&#233;partement de PDQA dans la conception, la documentation et la soumission de toutes  propositions de projets d&#8217;&#233;ducation, pour la recherche de  financement 
4.	  Jouer un r&#244;le important dans les &#233;valuations des besoins, les enqu&#234;te et recherches li&#233;es au programme d&#8217;&#233;ducation  
5.	Mettre en place un syst&#232;me d&#8217;&#233;valuation et de suivi fonctionnel,  afin d&#8217;&#233;valuer l&#8217;impact des activit&#233;s de la World Vision 
6.	D&#233;finir a partir des standards existants,  les normes  et les crit&#232;res  pouvant faciliter le suivi sur les questions de qualit&#233; et de supervision dans le but d&#8217;am&#233;liorer le rendement des programmes  
7.	Maintenir le contact avec les entit&#233;s du gouvernement et autres ONGs  dans le but de discuter des strat&#233;gies et questions relatives au programme d&#8217;&#233;ducation de la WVH 
8.	Prendre une part active, dans toutes les initiatives concernant l&#8217;unit&#233; d&#8217;&#233;ducation, sp&#233;cialement les relations avec les bureaux de support, les organismes locaux et communautaires 
9.	Assister a des s&#233;minaires, conf&#233;rences, ateliers, tel que requis ou sur demande du superviseur. Fournir des retro-alimentations et  des rapports pour des diffusions g&#233;n&#233;rales et  cibl&#233;es

CONTROL 
1.	Identifier les besoins en personnel, diriger/participer au processus d&#8217;embauche, faciliter l&#8217;orientation des nouveaux membres de son &#233;quipe 
2.	. Proc&#233;der a l&#8217;&#233;valuation p&#233;riodique du staff et identifier les besoins d&#8217;am&#233;lioration de son personnel cl&#233; et mettre en place un syst&#232;me  d&#8217;am&#233;lioration de la comp&#233;tence 
3.	Assurer l&#8217;int&#233;gration des activit&#233;s d&#8217;&#233;ducation aux autres programmes financ&#233;s par la World Vision 
4.	Pr&#233;parer et soumettre a temps les rapports mensuels, trimestriels. Semi-annuels et annuels 

OTHERS
1.	Participer au processus de s&#233;lection, orientation et de renforcement des capacit&#233;s du personnel d&#8217;&#233;ducation 
2.	Entretenir de bonne relations avec les partenaires de la World Vision (OND, GH, Bailleurs, OCB) afin de promouvoir la mise en &#339;uvre du programme, construire des relations, entretenir la bonne image de la WVH  
3.	Organiser des r&#233;unions p&#233;riodiques avec les membres du secteur, aussi bien qu&#8217;avec ceux des autres secteurs afin de faciliter le partage d&#8217;id&#233;es novatrices, et d&#8217;information  
4.	Effectuer toutes autres taches selon les besoins et int&#233;r&#234;ts de l&#8217;organisation 
5.	Rapporter tous les incidents, probl&#232;mes en relation aux abus , a la maltraitance des enfants, de la violence bas&#233;e sur le genre, la discrimination, les fraudes et tous autres comportements qui vont a l&#8217;encontre des valeurs fondamentales d&#8217;une organisation chr&#233;tienne comme la World Vision 
6.	Participer aux services de d&#233;votion et de Chapel
